- The sharpest answer in this suit — and he does not use the word soul. At the UN Security Council open debate on AI and international peace and security (25 September) he urged states to keep AI development anchored in human dignity and the common good, and went further than anyone else in this deck: he called for an immediate moratorium on lethal autonomous weapon systems and a legally binding instrument to keep decisions over life and death under meaningful human control. He also warned against integrating AI into nuclear command systems. The year of the debate was not confirmed in this check.

- This is the translation, and it is the most important thing in the file. Leo's refusal rests on the soul (A♠, point 39). Gallagher is making the same argument to the Security Council, where the word soul has no standing — so it comes out as “meaningful human control.” Same wall, secular vocabulary. If Dossier XII's finding ever becomes enforceable law, it will be in that phrase and not in a theological one.

- On 19 June 2026 in New York the Holy See's mission also spoke at the General Assembly's dialogue with the co-chairs of the Independent International Scientific Panel on Artificial Intelligence. Rome is not observing the AI governance process — it is inside it. The nuclear file runs alongside: in April 2026 the same mission warned that nuclear deterrence itself heightens global risk, which is the frame his warning about AI in nuclear command systems fits into.

A Liverpool curate who has served on five continents, Paul Gallagher now stands at the United Nations Security Council and asks the great powers for a binding treaty keeping life-and-death decisions under meaningful human control — which is the Catholic argument about the human person, stripped of every word a diplomat could object to.
