III · The Office
- Exact title
- Dean of the College of Cardinals — primus inter pares, first among equals. He is not a superior of the other cardinals; he is their presiding officer.
- Held since
- January 2020. Under a motu proprio of Pope Francis the deanship became a five-year renewable term rather than a life appointment — and in February 2025 Francis extended his mandate, together with Cardinal Leonardo Sandri as vice-dean.
- How he got it
- Elected by the cardinal-bishops from among themselves, subject to the pope's approval. It is the only senior Roman office filled by a vote of one's own peers.
- What the office does
- Three things, and they only matter at the end of a pontificate: he announces the pope's death to the College, convokes the cardinals to Rome, and presides at the funeral and the Mass pro eligendo Pontifice. For years at a time the job is ceremonial. For nine days it is the hinge of the Catholic Church.
- The limit ★
- He is over eighty, so he cannot enter a conclave. He calls the cardinals together and then stays outside the door. In 2025 the chair inside was taken by Cardinal Pietro Parolin (K♠), the most senior cardinal-bishop under eighty.
- Term length partial
- Five years, renewable. His current extension dates from February 2025, which on the face of it runs to 2030 — by which time he would be 96. The precise expiry was not confirmed.

- The pope, who approves the deanship and can decline to renew it. Leo XIV has not disturbed the arrangement he inherited.

- The College of Cardinals itself — the body that elects popes and advises the reigning one. He does not govern it; he convenes it.

- Almost none, almost all the time. He commands no dicastery, holds no jurisdiction, and signs no binding decree.

- Very great, and concentrated. He sets the room. He writes the letter that tells every cardinal on earth what they are gathering to discuss, and he presides over the liturgies that frame a conclave's mood before a single ballot is cast.

- On 3 June 2026 he wrote to all cardinals setting out the themes for Leo XIV's second extraordinary consistory, held 26–27 June 2026 and closing with Mass on 29 June. Four working sessions: the international situation and the world's suffering; chapter five of Magnifica Humanitas; theological reflection on the present transformations; and synod implementation with open dialogue with the pope.
- Formerly
- From 2000 to 2010 he was Prefect of the Congregation for Bishops — the office that selects the world's bishops, and the same chair Robert Prevost occupied immediately before becoming pope. Re held real power once, and gave it up sixteen years ago.

- Sostituto of the Secretariat of State from 1989, for eleven years — the pope's chief of staff, the busiest desk in Rome. He has done the job that Abp Paolo Rudelli (9♠) does now.

- THE MACHINE QUESTION ★
- He is the man who put it on the College's table — in writing. His letter of 3 June 2026 made chapter five of Magnifica Humanitas one of the four working sessions at which the entire College of Cardinals sat down to study Leo's teaching on artificial intelligence, under the heading “peace as a condition for the universal common good.” He is not the author of Rome's answer to the machine, and not its transmitter — he is its convenor.

- He convened the Church's study of the machine. His 3 June 2026 letter set chapter five of Magnifica Humanitas as a working session of the June consistory — the entire College of Cardinals seated to examine AI teaching. No personal technology activity on record, which at 92 is no finding at all.

- On procedure, which at this level is not a lesser thing. Magnifica Humanitas became the College's business because the Dean's letter said it would be. Note the sequence across three files: Leo writes it (A♠), Parolin transmits it to governments (K♠), Re makes the cardinals study it (Q♠). That is how a doctrine becomes a position.
- Signature posture
- The homily and the convocation. His public voice is liturgical — what he said over Francis's coffin on 26 April 2025 reached a larger live audience than anything else in his ninety-two years.

- UNVERIFIED. No body of published theological writing was found. He is an administrator, not an author.
- Where he stands in the College partial
- Read as a figure of the institutional centre rather than of any party — which is what makes a dean acceptable to cardinal-bishops who agree on little else. - As Prefect of the Congregation for Bishops 2000–2010 he was responsible for episcopal appointments across the Church during the decade in which the abuse crisis broke worldwide. Scrutiny of appointments from that period is a live theme in the wider literature; no specific finding against him was verified here.
- The age question
- A dean of 92, whose vice-dean is also past eighty, presiding over a College whose electors must be under it. The office that manages the succession is held by men who cannot take part in it. Raised periodically as a structural criticism rather than a personal one.

- The one thing to know ★
- He is the hinge, and hinges are only noticed when the door moves. Giovanni Battista Re has spent forty-seven unbroken years inside the Vatican, chaired the conclave that gave the Church Francis, buried Francis, called the cardinals who chose Leo, and then — at ninety-two — sat the whole College of Cardinals down in June 2026 to study what the Church should say about artificial intelligence.
