What the office is ★
The pope is Bishop of Rome and cannot possibly run the diocese. The Cardinal Vicar does it for him — the parishes, the clergy, the seminaries and the ordinary government of the city's church. This man administers the pope's own diocese in the pope's own name.

Ten days before this file was opened. Note where he said it: a city hall, beside the Mayor of Rome, alongside Nobel laureates — not a pulpit and not a chancery. This is the Church arguing as a citizen of a city rather than as a sovereign, which is the register most likely to reach people who owe Rome nothing. The declaration is itself an organised opposition to the machine and belongs on the Contenders deck — parked, not forgotten.
Where the refusal rests ★
Three men, three vocabularies, one wall. Leo (A♠) says the soul is a divine creation. Gallagher (10♠) asks the Security Council for meaningful human control. Reina says no algorithm at the centre of decisions on which survival depends. None of the three arguments requires the other two — and all three collapse if the human person is not categorically different from the machine.
