The Satanic Panic
Satanic ritual abuse; SRA; the day-care ritual abuse cases
1980 – c.1995 (echoes continue) · United States and Canada; Britain, Australia, New Zealand, the Netherlands
XIV. THE OPPOSITION — WHAT WAS BUILT TO FIGHT THEM
NOT A GROUP, AND THAT IS THE POINT. This entry documents a belief held about cults rather than by one — a conviction that a hidden network of satanic cults was ritually abusing and murdering children, which was investigated at enormous cost and never found.
What it worshipped and taught
A claimed conspiracy: intergenerational satanic cults operating inside day-care centres, churches and families, committing ritual abuse, breeding infants for sacrifice, and hiding the evidence completely. THE MECHANISM THAT PRODUCED THE EVIDENCE WAS THE INTERVIEW ITSELF. Children were questioned repeatedly by therapists and investigators using leading, suggestive and rewarding techniques, and told other children had already disclosed. The accounts escalated to secret tunnels, hot-air balloons and animal sacrifice — and the tunnels were dug for and never found.
Of note
THE HARM RAN IN TWO DIRECTIONS AND THIS ENTRY REFUSES TO PICK ONE.
Innocent people went to prison for crimes that never happened, some for more than twenty years, and the state took children from families on the strength of interviews that manufactured what they claimed to discover. That is the first harm and it is enormous.
THE SECOND IS LESS OFTEN SAID. Kenneth Lanning was not a sceptic by disposition — he spent his career investigating the sexual abuse of children, and he wrote his report because THE PANIC WAS DESTROYING REAL CASES. Every fantastical allegation that collapsed made the next genuine one easier to disbelieve. Child abuse is common, and it is overwhelmingly committed by people the child knows. The satanic story relocated it to strangers in robes, which is both false and comforting.
WHY THIS SITS IN THE OPPOSITION ERA, ALONGSIDE 150. It ran on the same machinery: recovered memory, expert witnesses who testified to a mechanism rather than to an event, and a theory that explained the absence of evidence as proof of how well the conspiracy was hidden. AN UNFALSIFIABLE THEORY IS NOT A STRONG ONE. Compare the brainwashing argument that died in FISHMAN — both asked a court to accept an invisible cause, and courts eventually would not.
THE GROUPS ACTUALLY NAMED IN THIS DOSSIER WERE NOT INVOLVED. The CHURCH OF SATAN (048) is atheistic and has no ritual abuse in its record; ANTON LaVEY (L025) was a showman. The ORDER OF NINE ANGLES (099) is genuinely dangerous and genuinely satanic, and is a 21st-century extremist problem, not a 1980s day-care one. THE PANIC FOUND NOTHING BECAUSE IT WAS LOOKING FOR SOMETHING THAT DID NOT EXIST, while a real and documented network of abuse — see 096, 100, 101 and the polygamous groups in era IX — was operating in plain sight under religious cover the whole time.

FBI Supervisory Special Agent; author of the 1992 Satanic ritual abuse report · born 1944 · active 1981–2000
An FBI Behavioral Science Unit agent who spent the 1980s investigating claims of organised Satanic ritual abuse — and who, crucially, began as someone inclined to believe them. After examining hundreds of cases over a decade he published the 1992 GUIDE FOR LAW ENFORCEMENT OFFICERS INVESTIGATING CASES OF SATANIC RITUAL ABUSE, which found NO corroborated evidence of any organised Satanic cult murdering or abusing children anywhere in the United States. He also warned that focusing on Satanism was distracting investigators from the far larger volume of ordinary child abuse in front of them. The report is the document that ended the Satanic Panic.
Before the law. Federal investigator. His report is still the standard law enforcement reference.
Where things stand. RETIRED IN 2000 after more than thirty years as an FBI Special Agent, twenty of them in the BEHAVIORAL SCIENCE UNIT as a profiler specialising in the sexual victimisation of children. He later worked as a consultant on crimes against children and published a memoir, LOVE, BOMBS, AND MOLESTERS: AN FBI AGENT'S JOURNEY. NO SOURCE CONSULTED CONFIRMS HIS STATUS AS OF 2026, and this file asserts none. A WARNING FOR ANYONE RE-CHECKING THIS ENTRY: SEARCHES FOR HIS NAME RETURN OBITUARIES FOR AT LEAST TWO DIFFERENT MEN — A KENNETH WAYNE LANNING WHO DIED IN NEW YORK STATE IN 2024, AND A KENNETH GLENN LANNING WHO DIED IN NORTH CAROLINA IN 2025. NEITHER IS THE FBI PROFILER, WHO IS KENNETH V. LANNING. Do not attach either obituary to this file. His 1992 finding — zero corroborated cases of organised satanic ritual abuse — remains the empirical basis for the assessment in entry 048.
- 1981 Begins studying ritual abuse allegations at the FBI Behavioral Science Unit.
- 1983–90 The McMartin preschool trial — six years of proceedings, seven including investigation, 15 MILLION DOLLARS of California public money, and NO CONVICTIONS. It remains the longest and most expensive criminal trial in American history.
- JANUARY 1992 Publishes the Lanning Report. Drawing on the SEVERAL HUNDRED such cases he had consulted on since 1983, he found LITTLE OR NO EVIDENCE for large-scale baby breeding, human sacrifice or organised satanic conspiracies. HIS CENTRAL ARGUMENT INVERTED THE USUAL LOGIC: the sheer number of people telling the same story was, he argued, THE STRONGEST REASON TO DOUBT IT — because a conspiracy of that scale, committing crimes of that severity, could not plausibly have gone undetected. He attributed the persistence of the claims to legend formation and confirmation bias among believers.
- 1990s–2000 Continues to publish on child sexual victimisation.

Psychiatrist; co-author of Michelle Remembers · 1936 – 5 March 2004 · active 1976–2004
A Victoria, British Columbia psychiatrist who, over hundreds of hours of therapy, elicited from his patient MICHELLE SMITH a set of recovered memories of satanic ritual abuse in childhood, and published them with her as MICHELLE REMEMBERS in 1980. THE BOOK IS THE FOUNDING TEXT OF THE SATANIC PANIC. Its claims were never substantiated, and journalists later found records contradicting central elements. He became a sought-after consultant to police and prosecutors and briefed investigators in the McMartin case. HE SUBSEQUENTLY MARRIED HIS PATIENT, having divorced his wife.
Before the law. Never sanctioned by any medical board for the book or for the marriage.
Where things stand. Deceased 2004. THE BOOK REMAINS IN PRINT. Its central claims have never been corroborated by any investigation, and the mechanism it popularised — recovering memories of abuse under suggestive therapy — is the mechanism that produced the wrongful convictions in 152.
- 1976 Begins the therapy sessions with Michelle Smith.
- 1980 MICHELLE REMEMBERS is published.
- 1980s Advises police, prosecutors and therapists; the diagnosis spreads through professional training.
- 1980s Marries Michelle Smith.
- 2004 Dies in Victoria, aged 67.

Principal defendant, McMartin preschool trial · born 1958 · active 1983–1990
A teacher at his family's preschool in Manhattan Beach, California, accused in 1983 and prosecuted through the longest and most expensive criminal trial in American history. HE SPENT FIVE YEARS IN JAIL AWAITING TRIAL AND WAS NEVER CONVICTED OF ANYTHING. The jury acquitted him on most counts and deadlocked on the remainder; a retrial also deadlocked and the charges were dropped in 1990. The children's accounts had been produced through repeated suggestive interviewing, and the tunnels beneath the school, excavated for, were never found.
Before the law. NEVER CONVICTED. Acquitted on the counts that were decided; the remainder were dropped after two hung juries.
Where things stand. THIS FILE DOES NOT TRACK HIM. He was accused, never convicted, and has lived privately since 1990. Continuing to follow a man cleared by a jury would repeat in miniature the thing this entry documents.
- 1983 First accusation made; investigation begins.
- 1984 Charged, along with his mother and others. Most charges against other defendants are dropped in 1986.
- 1987–90 THE TRIAL RUNS FOR ROUGHLY THREE YEARS.
- 18 JANUARY 1990 ACQUITTED ON MOST COUNTS; the jury deadlocks on the remainder.
- 1990 A retrial deadlocks; the prosecution drops the case. HE HAD SPENT FIVE YEARS IN CUSTODY.

Austin, Texas day-care operators convicted in 1992 of satanic ritual abuse of a child in their care AND SENTENCED TO 48 YEARS EACH. They were released in 2013, exonerated on 20 JUNE 2017, subsequently declared innocent, and compensated 3.4 MILLION DOLLARS.
Before the law. CONVICTIONS SET ASIDE AND A FINDING OF ACTUAL INNOCENCE ENTERED. State compensation paid.
