The Satanic Panic
Satanic ritual abuse; SRA; the day-care ritual abuse cases
1980 – c.1995 (echoes continue) · United States and Canada; Britain, Australia, New Zealand, the Netherlands
XIV. THE OPPOSITION — WHAT WAS BUILT TO FIGHT THEM
NOT A GROUP, AND THAT IS THE POINT. This entry documents a belief held about cults rather than by one — a conviction that a hidden network of satanic cults was ritually abusing and murdering children, which was investigated at enormous cost and never found.

### Its timeline
- 1980 MICHELLE REMEMBERS is published — the first mass-market account of satanic ritual abuse recovered in therapy. ITS CLAIMS WERE NEVER SUBSTANTIATED. Pazder, the psychiatrist who elicited and co-wrote the memories, later married his patient.
- 1983–1990 THE McMARTIN PRESCHOOL CASE, Manhattan Beach, California. A single accusation grows into hundreds of children describing abuse, some of it in satanic rites, after suggestive interviewing. IT BECAME THE LONGEST AND MOST EXPENSIVE CRIMINAL TRIAL IN AMERICAN HISTORY: roughly SEVEN YEARS and FIFTEEN MILLION DOLLARS, ending in NO CONVICTIONS OF ANYONE. RAY BUCKEY SPENT FIVE YEARS IN JAIL AWAITING TRIAL. Children later said they had been pushed toward the answers the adults wanted.
- 1984–1986 KERN COUNTY, CALIFORNIA. Dozens are charged in Bakersfield ritual-abuse rings; most convictions are later overturned. The panic spreads through prosecutors, therapists and training seminars rather than through evidence.
- 1990–1991 THE PANIC CROSSES THE ATLANTIC — cases in ROCHDALE and the ORKNEY ISLANDS see children removed from families on ritual-abuse allegations. Both collapse; the Orkney case ends in judicial criticism of how the children were interviewed.
- 1992 THE FBI REPORT. KENNETH V. LANNING, a supervisory special agent in the Behavioral Science Unit and a career child-abuse investigator, publishes a Department of Justice monograph, INVESTIGATOR’S GUIDE TO ALLEGATIONS OF “RITUAL” CHILD ABUSE, dated January 1992 and drawing on the SEVERAL HUNDRED such cases he had consulted on since 1983. HIS FINDING, IN HIS OWN WORDS: AFTER AT LEAST EIGHT YEARS OF AGGRESSIVE INVESTIGATION THERE IS “LITTLE OR NO EVIDENCE” for the part of these allegations dealing with large-scale baby breeding, human sacrifice and organised satanic conspiracies. The same year, the FALSE MEMORY SYNDROME FOUNDATION is founded.
- 1992 FRAN and DAN KELLER are convicted in Austin, Texas and sentenced to 48 YEARS on ritual-abuse allegations. The medical evidence against them was later withdrawn by the examining physician, who said he had been mistaken.
- NOVEMBER 2016 THE SAN ANTONIO FOUR — Elizabeth Ramirez, Cassandra Rivera, Anna Vasquez and Kristie Mayhugh — ARE EXONERATED. Convicted in the late 1990s in a prosecution steeped in both the panic and open homophobia; a niece recanted, saying her father — who had been rejected by Elizabeth Ramirez — had pressured her into the accusation. THE TEXAS COURT OF CRIMINAL APPEALS CLEARED ALL FOUR ON 23 NOVEMBER 2016.
- 20 JUNE 2017 THE KELLERS ARE EXONERATED, twenty-five years after conviction and three and a half years after their release in December 2013. The examining doctor, MICHAEL MOUW, had acknowledged that the child’s examination was in fact normal and that he had got it wrong. In August 2017 Texas agreed to pay them 3.4 MILLION DOLLARS.
- 2016–present THE STRUCTURE RETURNS WITHOUT THE VOCABULARY. QAnon reproduces the central claim — a hidden elite network abusing and trafficking children — with the satanic framing intact and the day-care setting replaced. THIS FILE DOES NOT TREAT THAT AS THE SAME EVENT, only as the same shape.
### Its people
### Kenneth V. Lanning
—
FBI Supervisory Special Agent; author of the 1992 Satanic ritual abuse report · born 1944 · active 1981–2000
Before the law. Federal investigator. His report is still the standard law enforcement reference.
Where things stand. RETIRED IN 2000 after more than thirty years as an FBI Special Agent, twenty of them in the BEHAVIORAL SCIENCE UNIT as a profiler specialising in the sexual victimisation of children. He later worked as a consultant on crimes against children and published a memoir, LOVE, BOMBS, AND MOLESTERS: AN FBI AGENT'S JOURNEY. NO SOURCE CONSULTED CONFIRMS HIS STATUS AS OF 2026, and this file asserts none. A WARNING FOR ANYONE RE-CHECKING THIS ENTRY: SEARCHES FOR HIS NAME RETURN OBITUARIES FOR AT LEAST TWO DIFFERENT MEN — A KENNETH WAYNE LANNING WHO DIED IN NEW YORK STATE IN 2024, AND A KENNETH GLENN LANNING WHO DIED IN NORTH CAROLINA IN 2025. NEITHER IS THE FBI PROFILER, WHO IS KENNETH V. LANNING. Do not attach either obituary to this file. His 1992 finding — zero corroborated cases of organised satanic ritual abuse — remains the empirical basis for the assessment in entry 048.
- 1981 Begins studying ritual abuse allegations at the FBI Behavioral Science Unit.
- 1983–90 The McMartin preschool trial — six years of proceedings, seven including investigation, 15 MILLION DOLLARS of California public money, and NO CONVICTIONS. It remains the longest and most expensive criminal trial in American history.
- JANUARY 1992 Publishes the Lanning Report. Drawing on the SEVERAL HUNDRED such cases he had consulted on since 1983, he found LITTLE OR NO EVIDENCE for large-scale baby breeding, human sacrifice or organised satanic conspiracies. HIS CENTRAL ARGUMENT INVERTED THE USUAL LOGIC: the sheer number of people telling the same story was, he argued, THE STRONGEST REASON TO DOUBT IT — because a conspiracy of that scale, committing crimes of that severity, could not plausibly have gone undetected. He attributed the persistence of the claims to legend formation and confirmation bias among believers.
- 1990s–2000 Continues to publish on child sexual victimisation.

### Lawrence Pazder
—
Psychiatrist; co-author of Michelle Remembers · 1936 – 5 March 2004 · active 1976–2004
Before the law. Never sanctioned by any medical board for the book or for the marriage.
Where things stand. Deceased 2004. THE BOOK REMAINS IN PRINT. Its central claims have never been corroborated by any investigation, and the mechanism it popularised — recovering memories of abuse under suggestive therapy — is the mechanism that produced the wrongful convictions in 152.
- 1976 Begins the therapy sessions with Michelle Smith.
- 1980 MICHELLE REMEMBERS is published.
- 1980s Advises police, prosecutors and therapists; the diagnosis spreads through professional training.
- 1980s Marries Michelle Smith.
- 2004 Dies in Victoria, aged 67.

### Ray Buckey
—
Principal defendant, McMartin preschool trial · born 1958 · active 1983–1990
Before the law. NEVER CONVICTED. Acquitted on the counts that were decided; the remainder were dropped after two hung juries.
Where things stand. THIS FILE DOES NOT TRACK HIM. He was accused, never convicted, and has lived privately since 1990. Continuing to follow a man cleared by a jury would repeat in miniature the thing this entry documents.
- 1983 First accusation made; investigation begins.
- 1984 Charged, along with his mother and others. Most charges against other defendants are dropped in 1986.
- 1987–90 THE TRIAL RUNS FOR ROUGHLY THREE YEARS.
- 18 JANUARY 1990 ACQUITTED ON MOST COUNTS; the jury deadlocks on the remainder.
- 1990 A retrial deadlocks; the prosecution drops the case. HE HAD SPENT FIVE YEARS IN CUSTODY.
