Two Federations

No pope, no primate, no single throne — and one chairman with a criminal conviction
✜ How to read the deck — and why there is no obvious Ace Lutheranism has no head, and never designed one. Polity is adiaphora — a thing indifferent — so there are bishops in Scandinavia and Africa, presidents and synods in America, and nobody who can speak for all of it. What divides Lutherans worldwide is not office. It is the confession, and that line runs between two world bodies: the LWF (~78.4m) and the confessional ILC (~7.15m), separated by one word of Latin — whether one subscribes the Book of Concord quia ("because") or quatenus ("insofar as").

✓ All 13 verified online 2026-07-27. ⚠︎ ★ THE CATCH THIS DECK FOUND: the Q♠ is a convicted man, and he is still in post. On 26 March 2026 the Supreme Court of Finland, 3–2, convicted Bishop Juhana Pohjola — sitting Chairman of the International Lutheran Council — over a church pamphlet published in 2004. He had been acquitted twice in the lower courts before the prosecutor appealed upward. He did not recant and the ILC did not remove him, so the rule keeps him: he holds power now. ⚠︎ THE ♥ SUIT IS NOT DEALT. The African churches — Ethiopia's Mekane Yesus and Tanzania are among the largest Lutheran bodies on earth and the tradition's real centre of gravity — need individual verification this pass did not complete. That is the most important gap in this deck and it is named rather than filled.

Chief executive of the largest Lutheran body on earth — ~78.4 million across 150 member churches — from the Communion Office in Geneva . An Estonian theologian, and the first woman ever to hold the post , since November 2021 . In a tradition with no primate, the general secretary is the nearest thing to a permanent centre. Head of the largest confessional Lutheran church in North America, elected on the third ballot to a sixth term for the 2026–2029 triennium . Six terms is the longest continuous grip on any office in this deck — the LCMS has been separate from the American mainline since 1847 and shows no sign of converging.

♠ ON THE RANKING, WHICH IS CONTESTABLE AND SHOULD BE. The Ace and King sit with the LWF because of size — 78.4 million against 7.15 million, an 11:1 ratio. That is the only reason. Juhana Pohjola at Q♠ is not a subordinate of the two above him: he chairs an independent world communion, and in 2026 he is unquestionably the most consequential Lutheran alive. The rank measures the flock, not the man. Compare the Assyrian deck, where the A♠ governs 400,000 souls and the whole synod fits round one table. Weight and standing are different quantities, and this hall ranks by weight.

Convicted 3–2 on 26 March 2026 over the 2004 pamphlet Pohjola published — and unanimously acquitted on the separate charge of tweeting a Bible verse in 2019 . Fined €1,800 . In May 2026 she announced an appeal to the European Court of Human Rights , continuing a seven-year fight. Quoting Scripture was held lawful; explaining it was not. ♦ ONE CARD, AND IT IS DELIBERATE. This suit holds a politician, not a churchman, because the fault line in Lutheranism's 2026 is not a doctrinal faction — it is the civil power. Räsänen is carded here rather than among the thrones because she holds no ecclesiastical office at all, and the point of the suit is that the state reached into a church's publishing and took a bishop with it. Presiding Bishop of the Evangelical-Lutheran Church in Hungary and the LWF's voice for the churches that spent two generations under officially atheist states. The region with the longest living memory of what it is to confess under a hostile government — which in 2026 is no longer a historical speciality.

The Asian regional voice in a communion whose growth is entirely outside Europe. Indonesia holds one of the largest Lutheran populations on earth — a fact that surprises almost everyone who thinks of this tradition as German.

⚠︎ ♣ IS SIX OF SEVEN, AND THE MISSING ONE IS THE IMPORTANT ONE. The LWF has seven regional vice-presidencies; this pass verified six. The unverified seat covers AFRICA — which is where most of the growth, and increasingly most of the people, actually are. The Ethiopian Evangelical Church Mekane Yesus and the Tanzanian church are among the largest Lutheran bodies on earth. A deck that carded six European and American officers while leaving the African seat blank has drawn an accurate picture of this hall's own research gap, not of Lutheranism. Next audit: Africa first.

Head of the Ethiopian Evangelical Church Mekane Yesus since his election by the 20th General Assembly in January 2017 (274 of 446 votes), and since September 2023 the Lutheran World Federation's Vice-President for Africa, elected at Kraków. He holds the seat the July deck could not verify, so the seventh LWF region is now dealt. In June 2025 he preached at the opening of the LWF Council in Addis Ababa, in the Mekane Yesus mother church. The tradition's centre of gravity has a name, and it is his.

Elected by the ELCT's 21st General Assembly in August 2023 for four years and sworn in as Presiding Bishop on 21 January 2024. It is his second time in the chair: he had already served two four-year terms before Frederick Shoo (2015). The ELCT is led by a presiding bishop over twenty-eight dioceses.

Dealt 8 October 2026, closing the gap the July deck named first. Two cards are verified: the heads of the Ethiopian and Tanzanian churches, among the largest Lutheran bodies on earth. The heads of the Malagasy Lutheran Church (Denis Rakotozafy, elected November 2020), the Lutheran Church of Christ in Nigeria and the Evangelical Lutheran Church in Namibia could not be confirmed in office for 2026, so they are not dealt. The suit stays short until they are.
