Havana Syndrome
Anomalous Health Incidents; AHIs
2016 – present · Havana, Cuba; then China, Russia, Austria, Colombia, the United States and elsewhere
XVI. CONTAGION — SYMPTOMS THAT SPREAD WITHOUT A PATHOGEN
None.
Who led it
No leader. The competing authorities are the UNITED STATES INTELLIGENCE COMMUNITY, the NATIONAL ACADEMIES OF SCIENCES, and the NATIONAL INSTITUTES OF HEALTH.
What it worshipped and taught
Not doctrine. A contested set of events: sudden onset of a perceived sound or pressure sensation, followed by headache, dizziness, tinnitus, cognitive difficulty and balance problems, in diplomatic and intelligence personnel. THE SYMPTOMS AND THE DISABILITY ARE DOCUMENTED AND NOT IN DISPUTE. THE CAUSE IS.
Who was in it
US diplomatic and intelligence personnel and their families; the National Academies panel; the intelligence agencies, which do not agree with one another.
How it ended, or where it stands
UNRESOLVED, AND THIS FILE DOES NOT RESOLVE IT. The majority intelligence position and the largest medical studies point away from a foreign weapon; two agencies that partly disagree, with low confidence, and continuing technical investigation point the other way. BOTH ARE ON THE RECORD.
The dead
No deaths attributed. Careers ended and long-term symptoms persist in a number of personnel.
Of note
THIS ENTRY IS DELIBERATELY THE LEAST CONCLUSIVE IN THE ERA, AND IT IS AMBER FOR A REASON.
Mass sociogenic illness is a leading hypothesis here. IT IS NOT AN ESTABLISHED FINDING, and this file will not present it as one merely because the preceding six entries make it the tidy ending. The intelligence community's own assessment is that a foreign adversary is VERY UNLIKELY to be responsible — which is a statement about attribution, not a diagnosis of the patients. Those are different claims and they are constantly conflated.
WHAT WOULD BE UNFORGIVABLE IS TO USE THIS FILE TO TELL SICK PEOPLE THEY IMAGINED IT. Read this entry against era XV before drawing any conclusion. The recurring institutional failure documented in this dossier is not that psychiatry invented illnesses; IT IS THAT PEOPLE REPORTING SYMPTOMS NOBODY COULD EXPLAIN WERE DISBELIEVED, and then handled badly. Havana Syndrome has the exact profile of a case where that error is easy to repeat with good intentions.
THE HONEST POSITION, STATED PLAINLY: symptoms real and documented; no consistent physical injury signature found in the largest studies; no adversary weapon identified after years of investigation; five of seven intelligence components assess foreign involvement as very unlikely; two partly disagree, with low confidence; and technical investigation continues into 2026. THIS FILE WILL GO STALE, and the entry is stamped accordingly.

Its timeline
- LATE 2016 US diplomatic personnel in HAVANA report sudden onset of unusual sounds or pressure followed by neurological symptoms. Reports later come from other posts worldwide.
- 5 DECEMBER 2020 A NATIONAL ACADEMIES OF SCIENCES PANEL names DIRECTED, PULSED RADIOFREQUENCY ENERGY as the most plausible mechanism for the distinctive early cases, without identifying a source.
- 8 OCTOBER 2021 The HAVANA ACT is signed into law, providing compensation for those affected. WHATEVER THE CAUSE, THE UNITED STATES GOVERNMENT TREATED THE INJURIES AS REAL AND PAID FOR THEM.
- 1 MARCH 2023 AN INTELLIGENCE COMMUNITY ASSESSMENT CONCLUDES IT IS VERY UNLIKELY THAT A FOREIGN ADVERSARY WAS RESPONSIBLE for the incidents, including through a novel weapon.
- 18 MARCH 2024 NIH STUDIES PUBLISHED IN JAMA FIND NO SIGNIFICANT DIFFERENCES in brain imaging or most biological markers between affected personnel and matched controls. This makes a uniform physical injury signature harder to sustain, and it does NOT establish a psychogenic cause.
- 10 JANUARY 2025 FIVE INTELLIGENCE COMPONENTS REAFFIRM that foreign responsibility is very unlikely. TWO SHIFT. One judges a roughly even chance that a foreign actor has used a novel weapon or prototype device to harm a small, undetermined subset of those affected. The other judges a roughly even chance that such a weapon has been developed, but still thinks it unlikely one was deployed. BOTH HOLD THOSE JUDGMENTS WITH LOW CONFIDENCE. The disagreement is on the record and is not a fringe position.
- 13 JANUARY 2026 THE MATTER IS NOT CLOSED. CNN reports that the Department of Homeland Security bought, for an eight-figure sum, a backpack-sized device that emits pulsed radio waves and contains Russian components, and that the Defense Department has spent more than a year testing a device acquired through an undercover operation, which some investigators suspect may be relevant. NO CONCLUSION HAS BEEN PUBLISHED.
