Gafatar

Gerakan Fajar Nusantara; Millah Abraham

2011 – 2016 · Indonesia — Java, Kalimantan (Borneo)

XIII. FILLING THE GAPS — ASIA, AFRICA AND LATIN AMERICA

Fully religious — Islamic-derived syncretic movement

Who led it

AHMAD MUSHADDEQ (b.1944), a former national badminton coach who declared himself a prophet, with GAFATAR president MAHFUL MUIS TUMANURUNG and vice-president ANDRY CAHYA. Mushaddeq had already served a four-year blasphemy sentence handed down in 2008 for his earlier movement.

What it worshipped and taught

Millah Abraham — a claimed restoration of the original religion of Abraham, preceding and superseding Islam, Christianity and Judaism. Mushaddeq's earlier movement, Al-Qiyadah Al-Islamiyah, was declared deviant by the Indonesian Ulema Council in 2007 and he was imprisoned for blasphemy. Gafatar presented itself publicly as a social and agricultural organisation, and thousands of members relocated to farming settlements in Kalimantan.

Who was in it

Ahmad Mushaddeq; Mahful Muis Tumanurung; Andry Cahya; the roughly 7,000 members forcibly evacuated; the Indonesian Ulema Council.

How it ended, or where it stands

Banned and dispersed; leaders imprisoned for blasphemy.

The dead

Of note

The state and mob response — burning the settlements and forcibly displacing 7,000 people, then imprisoning the leaders for blasphemy rather than for any harm to members — makes this primarily a religious persecution case. Included to represent Indonesia, the world's largest Muslim-majority country and almost wholly absent from this literature.

SEE 150. This is the clearest belief-based conviction in the file after 1990: FIVE YEARS FOR BLASPHEMY, with no allegation of harm to any member. It is the reason that entry now scopes its claim to the United States.

Its timeline

  1. 2007 Mushaddeq's earlier movement declared deviant; he is convicted of blasphemy and imprisoned.
  2. JANUARY 2012 Gafatar formally founded, headquartered in Jakarta and presenting itself publicly as a social and agricultural organisation. At its height it claims around 55,000 MEMBERS with branches in ALL 34 INDONESIAN PROVINCES.
  3. 2011–15 Thousands relocate to agricultural settlements in Kalimantan.
  4. JANUARY 2016 MOBS ATTACK AND BURN THE SETTLEMENTS, beginning at Mempawah district in West Kalimantan where around 1,000 followers are driven out. Roughly 7,000 members in total are forcibly evacuated by the state across Kalimantan and shipped back to Java; hundreds of homes destroyed. HUMAN RIGHTS WATCH documents the episode as state-tolerated persecution rather than law enforcement.
  5. 2016–2018 THE DISPLACED ARE NOT ABSORBED. Returned to home villages in Java, former members face sustained stigmatisation from neighbours. A government attempt to resettle them through the transmigration programme — to Morotai in Maluku and elsewhere — MEETS LOCAL RESISTANCE and largely fails. Many are left without land, work or community.
  6. 2016 The government formally BANS the organisation; the Ulema Council declares it deviant.
  7. FEBRUARY–MARCH 2017 Mushaddeq and two others are tried in Jakarta on charges of BLASPHEMY AND TREASON, both of which they deny in court. THEY ARE ACQUITTED OF TREASON AND CONVICTED OF BLASPHEMY, the court holding that Gafatar’s teaching deviated from Islam — it did not require the five daily prayers. MUSHADDEQ AND MAHFUL MUIS TUMANURUNG EACH RECEIVE FIVE YEARS, the maximum the blasphemy law allows, and ANDRY CAHYA three. Human Rights Watch called the outcome the end point of a national campaign against the group.
