Juhayman al-Otaybi's group

the Grand Mosque Seizure; al-Ikhwan

1970s – 1979 · Mecca, Saudi Arabia

XII. THE WIDER FIELD — CONCISE ENTRIES

Fully religious — Salafi messianic

Who led it

JUHAYMAN AL-OTAYBI (1936–1980), a former National Guard corporal, who proclaimed his brother-in-law MUHAMMAD ABDULLAH AL-QAHTANI to be the MAHDI.

What it worshipped and taught

A rejection of the Saudi state as corrupt and un-Islamic, combined with the belief that the Mahdi had appeared at the start of the Islamic year 1400 — a date drawn from hadith about a renewer appearing at the turn of each century.

Who was in it

Juhayman al-Otaybi; Muhammad al-Qahtani; ABD AL-AZIZ IBN BAZ, Juhayman's former teacher and then head of the committee issuing fatwas (not yet Grand Mufti), who sanctioned the use of force in the sanctuary; the French GIGN advisers under Lieutenant Paul Barril, who supplied a special tear gas and planned the attack; accounts differ on whether they entered the mosque.

How it ended, or where it stands

Annihilated in two weeks.

The dead

THE TWO SETS OF FIGURES ARE BOTH REPORTED HERE BECAUSE THE GAP BETWEEN THEM IS THE POINT. OFFICIAL SAUDI FIGURES: 127 TROOPS KILLED AND 451 WOUNDED, about 117 MILITANTS KILLED, and 63 EXECUTED afterwards. The official overall figure was 255 pilgrims, troops and militants dead and 560 injured. Diplomats suggested the real totals were higher; some later estimates run beyond 1,000, including pilgrims trapped inside. THE REASONS FOR DOUBTING THE OFFICIAL COUNT ARE CONCRETE. Bodies were buried under structures collapsed by the bombardment; access to the site was restricted, so no independent verification was possible; AND THE KINGDOM HAD A DIRECT INTEREST IN A LOW NUMBER — a large death toll at Islam’s holiest site, in the same weeks as the Iranian Revolution, risked domestic unrest and outside scrutiny. The siege ran from 20 NOVEMBER TO 4 DECEMBER 1979

Of note

Its consequences vastly exceeded its size: the Saudi monarchy responded by granting the religious establishment enormous new power over Saudi society and by dramatically increasing funding for global Salafi proselytising — a decision whose effects shaped the following four decades.

Its timeline

  1. 20 NOVEMBER 1979 The first day of the year 1400 AH. Between 300 and 600 armed men, with some women and children, seize the Grand Mosque in Mecca, Islam's holiest site, taking thousands of pilgrims hostage.
  2. 20 November – 4 December 1979 A two-week siege. Saudi forces, with French advice and gas, retake the mosque. Al-Qahtani is killed, disproving his Mahdi status.
  3. 9 JANUARY 1980 Juhayman and 62 followers are publicly beheaded in eight cities.

A former Saudi National Guard corporal who rejected the Saudi state as un-Islamic and proclaimed his brother-in-law Muhammad al-Qahtani to be the Mahdi, timed to the turn of the Islamic century. On 20 November 1979 — the first day of the year 1400 AH — between 300 and 600 armed men seized the Grand Mosque in Mecca and took thousands of pilgrims hostage. The two-week siege required a fatwa permitting force in the sanctuary and French technical assistance. Its consequences vastly exceeded its scale: the monarchy responded by granting the religious establishment sweeping new power and massively increasing funding for global Salafi proselytising.
