DSS

1948 – present · Sirsa, Haryana, India

X. RUSSIA, KOREA AND SOUTH ASIA

Fully religious — syncretic Sikh-Hindu-Islamic dera

Who led it

Founded by Shah Mastana; third and current head GURMEET RAM RAHIM SINGH INSAN (b. 15 August 1967), who styles himself a saint, films himself as an action-movie hero in productions such as MSG: The Messenger, and holds enormous political influence in Haryana and Punjab.

What it worshipped and taught

A syncretic devotional path emphasising social work — blood drives, tree planting, drug rehabilitation — alongside absolute devotion to the guru. Followers take the surname Insan (human). The dera's genuine welfare work coexisted with, according to the courts, systematic rape of female disciples in the guru's private quarters (the gufa, cave) and the murder of those who threatened exposure. It is further alleged, in a separate case, that about 400 male followers were castrated on the promise it would bring them closer to God.

Who was in it

Gurmeet Ram Rahim Singh; the two anonymous sadhvis whose 2002 letter to the Prime Minister began the case; RAM CHANDER CHHATRAPATI, the journalist who published the letter and was shot; RANJIT SINGH, the dera manager murdered in 2002; Honeypreet Insan, his adopted daughter; the CBI investigators; Justice Jagdeep Singh.

How it ended, or where it stands

Leader serving 20 years for rape and a life sentence for the journalist's murder; acquitted on appeal of the second murder, which the CBI is contesting in the Supreme Court. The dera continues to operate with millions of followers.

The dead

2 murders (one conviction standing, one acquittal under appeal) plus 38 killed in the riots following his rape conviction

Of note

The clearest demonstration that scale plus political utility can protect a leader for fifteen years after credible allegations reach the Prime Minister's desk.

Its timeline

  1. 2002 An anonymous letter from a female disciple alleging rape reaches the Prime Minister and the Punjab and Haryana High Court.
  2. 10 July 2002 RANJIT SINGH, a dera manager suspected of circulating the letter, is murdered.
  3. 24 October 2002 RAM CHANDER CHHATRAPATI, editor of Poora Sach, who published the letter, is shot; he dies on 21 November.
  4. 2007 Sikh outrage after Ram Rahim appears dressed in the manner of Guru Gobind Singh; riots follow.
  5. 25 AUGUST 2017 CONVICTED of raping two disciples. His followers riot across Haryana and Punjab; 38 PEOPLE ARE KILLED and hundreds injured. Sentenced to 20 years.
  6. 11 January 2019 CONVICTED of the murder of Ram Chander Chhatrapati; life imprisonment.
  7. October 2021 CONVICTED of the murder of Ranjit Singh; second life sentence.
  8. 28 MAY 2024 THE PUNJAB AND HARYANA HIGH COURT ACQUITS HIM AND FOUR OTHERS of Ranjit Singh's murder, calling the investigation tainted and sketchy. The CBI appeals, and the Supreme Court issues notice to the five.
  9. 2017–2026 Repeatedly released on parole and furlough, often close to elections — a recurring political scandal. By May 2026 he had spent about 435 days outside prison; in AUGUST 2026 he was granted a 21-day parole, his 17th release since conviction.

Its people

Gurmeet Ram Rahim Singh

Ram Rahim Insan; MSG

Head, Dera Sacha Sauda · born 15 August 1967 · active 1990–present

Third head of a syncretic dera in Haryana with millions of followers and enormous electoral influence in Haryana and Punjab. He starred in his own action films, produced pop music, and ran genuine large-scale welfare programmes — blood drives, tree planting, drug rehabilitation — alongside what Indian courts have now established was the systematic rape of female disciples in his private quarters and the murder of those who threatened exposure. It is further alleged, in a separate case, that about 400 male followers were castrated on the promise it would bring them closer to God. His 2017 conviction triggered riots in which 38 people were killed.

Before the law. CONVICTED by a special CBI court at Panchkula in AUGUST 2017 of raping two women disciples between 1999 and 2001 — A TWENTY-YEAR SENTENCE — and subsequently of two murders (2019, 2021). The 2021 conviction was overturned by the High Court in May 2024, and the CBI's appeal is before the Supreme Court; he is serving a life sentence for the 2002 murder of the journalist Ram Chander Chhatrapati. HE HAS NONETHELESS BEEN RELEASED ON PAROLE OR FURLOUGH SIXTEEN TIMES, roughly 435 days in total; see status.

Where things stand. IN CUSTODY AT SUNARIA JAIL, ROHTAK, HARYANA, serving twenty years for the rape of two disciples, BUT THE WORD CUSTODY IS DOING VERY LITTLE WORK HERE. RE-CHECKED 2026-09-07: he walked out on 25 AUGUST 2026 on a 21-day furlough — HIS SEVENTEENTH RELEASE SINCE THE 2017 CONVICTION AND HIS THIRD OF 2026 ALONE, after a 40-day parole in January and a 30-day parole in May, and he spends them at his own headquarters in Sirsa. That exhausts his annual entitlement under the 2022 Haryana Good Conduct Prisoners Temporary Release Act. ANY STATEMENT ABOUT WHETHER THIS MAN IS IN PRISON TODAY IS TRUE FOR ABOUT THREE WEEKS AT A TIME.
