Aleph and the Aum successors

Aleph; Hikari no Wa; Yamada-ra no Shudan

2000 – present · Japan

X. RUSSIA, KOREA AND SOUTH ASIA

Fully religious

Who led it

Aleph led collectively; HIKARI NO WA (Circle of Light) founded 2007 by FUMIHIRO JOYU, Aum's former spokesman, who has publicly renounced Asahara.

What it worshipped and taught

Aleph retains Asahara's core teachings while formally disavowing the violence; Japanese authorities state that Asahara's image and recordings are still used in worship. Hikari no Wa presents itself as a reformed philosophical group without a guru.

Who was in it

Fumihiro Joyu; Tatsuko Muraoka; the Public Security Intelligence Agency, which conducts the surveillance.

How it ended, or where it stands

ALEPH remains under restrictions renewed every six months since 2023, most recently on 4 September 2026, and is led by Asahara's second son with at least 1,190 followers. HIKARI NO WA won a 2017 ruling against its surveillance, but the Tokyo High Court reinstated it in 2019.

Of note

Included to record that Aum did not end in 1995. Japan's response — permanent monitoring rather than a ban — is a distinct regulatory model worth noting alongside China's prohibition and America's constitutional protection.

Its timeline

  1. 2000 Aum renames itself Aleph and pays compensation to victims.
  2. 2007 Joyu splits off to found Hikari no Wa.
  3. SEPTEMBER 2017 The Tokyo District Court cancels the extension of surveillance on Hikari no Wa, distinguishing it from Aleph.
  4. JULY 2018 Asahara and 12 others are executed.
  5. FEBRUARY 2019 THE TOKYO HIGH COURT REVERSES THAT RULING and reinstates surveillance of Hikari no Wa, finding no major change from Aum.
  6. MARCH 2023 The Public Security Examination Commission first imposes RECURRENCE-PREVENTION MEASURES on Aleph after it fails to file required reports; they are renewed every six months, banning use of some facilities and the receipt of donations.
  7. JULY 2025 The Public Security Intelligence Agency identifies ASAHARA'S SECOND SON, then 31, as Aleph's de facto leader; it counts at least 1,190 followers.
  8. 4 SEPTEMBER 2025 The measures are extended to 20 March 2026 — the sixth time.
  9. 9 MARCH 2026 A SEVENTH SIX-MONTH EXTENSION, from 21 March.
  10. 4 SEPTEMBER 2026 The commission approves the measures again.

Its people

Fumihiro Joyu

—

Spokesman, Aum Shinrikyo; founder, Hikari no Wa · born 17 December 1962 · active 1986–present

An artificial intelligence graduate of Waseda University who worked at Japan's national space agency before joining Aum. As spokesman he became a media figure in his own right during 1995, defending the group on television with a fluency that unsettled the country. He was in Russia during the subway attack and was convicted only of perjury and document offences, serving three years. He later renounced Asahara and split off to found Hikari no Wa, which presents itself as a reformed philosophical group without a guru — and which remains under Japanese state surveillance regardless.

Before the law. CONVICTED of perjury and document falsification, not of the attacks. Served three years.

Where things stand. Living, and still leading HIKARI NO WA, which he founded in 2007 as a splinter EXPLICITLY REJECTING ASAHARA’S INFLUENCE. A CORRECTION ON THE SURVEILLANCE: this file said the group was under PERMANENT state surveillance. IT WAS NOT CONTINUOUS. Monitoring was DISCONTINUED IN 2017 after a successful legal challenge, and RESTORED ON 28 FEBRUARY 2019 when the TOKYO HIGH COURT allowed a further extension, reversing that decision. The PUBLIC SECURITY INTELLIGENCE AGENCY keeps the group under general monitoring as an Aum successor entity, citing continued reverence for Asahara — his image displayed in its facilities, seminars built on his doctrines. IN MARCH 2025 JUSTICE MINISTER KEISUKE SUZUKI NAMED HIKARI NO WA, ALONGSIDE ALEPH AND YAMADA-RA NO SHUDAN, AS OPERATING UNDER ASAHARA’S ‘ABSOLUTE INFLUENCE’, warning of risks of indiscriminate mass murder and of covert recruitment of young people who are not told what they are joining. Note the shape of that: Joyu founded the group to escape Asahara, and the Japanese state says it is still his.

  1. 1986 Joins Aum from the national space agency.
  2. 1995 Becomes the group's televised public face.
  3. 1995 Convicted of perjury and falsifying documents; serves three years.
  4. 1999–2007 Leads the successor group Aleph.
  5. 2007 Splits off to found Hikari no Wa, publicly renouncing Asahara.
