Movement for the Restoration of the Ten Commandments of God

MRTCG

1989 – 17 March 2000 · Kanungu, Rukungiri District, southwestern Uganda

VIII. THE 1990s — THE MILLENNIUM APPROACHES

Fully religious — Catholic-derived Marian apocalyptic sect

Who led it

CREDONIA MWERINDE (b.1952), a former brewer of banana beer and shopkeeper, who said the Virgin Mary appeared to her in a cave at Nyabugoto in 1989; JOSEPH KIBWETEERE (b.1932), a former Catholic politician and school administrator who provided respectability and land; and Father DOMINIC KATARIBABO, a laicised Catholic priest with a master's degree from Loyola Marymount University in Los Angeles.

What it worshipped and taught

Messages from the VIRGIN MARY and Jesus, received by Mwerinde and other visionaries, warning that the world would end because humanity had broken the Ten Commandments. Members sold all property and gave the proceeds to the movement. Practices: near-total silence, with members communicating in sign language to avoid breaking the commandment against lying; fasting on Mondays and Fridays; segregation of the sexes including married couples; uniforms of green, black and white; and the surrender of children to communal care.

Who was in it

Credonia Mwerinde; Joseph Kibweteere; Father Dominic Kataribabo; Father Joseph Kasapurari; Sister Ursula Komuhangi; Angelina Mugisha; the Ugandan police officers who never solved the case.

How it ended, or where it stands

Ended in the SECOND-LARGEST cult-related mass death of the modern era, after Jonestown (918).

The dead

780 — THE FINAL FIGURE GIVEN BY THE UGANDAN POLICE on 20 July 2000, after exhumations at multiple sites. Four days after the fire police had counted 500 and estimated a possible 600; the total rose as mass graves were found elsewhere. Police described the toll as 780 AND POSSIBLY MORE. A COMPETING FIGURE OF 924 IS ALSO ON THE RECORD, given by a police spokesman on 31 March 2000 as a running count with a compound still unsearched, and it is the figure Wikipedia and much of the reference literature still uses. On that count Kanungu exceeds Jonestown; on the police's own final figure it does not. THIS FILE LEADS WITH 780 AND SAYS SO RATHER THAN CHOOSING SILENTLY. CORRECTION — THIS FIELD PREVIOUSLY ENDED 'IT EXCEEDS JONESTOWN'. IT DOES NOT. JONESTOWN KILLED 918. When the Kanungu figure in this file was corrected downward to the Ugandan police total of 780, THREE SUPERLATIVES ELSEWHERE IN THIS ENTRY WERE LEFT STANDING ON THE OLD INFLATED NUMBER; all three are now fixed. Kanungu is the SECOND-DEADLIEST cult mass death of the modern era, behind Jonestown and ahead of the Solar Temple and Heaven's Gate. The police caveat 'and possibly more' is real, but this file will not build a superlative on an open-ended estimate

Of note

THE SECOND-DEADLIEST SINGLE CULT EVENT OF THE MODERN ERA, after Jonestown. Because the killings began weeks before the fire and targeted members who were demanding their money back, investigators concluded this was primarily a MASS MURDER to eliminate creditors and witnesses after a failed prophecy, NOT A MASS SUICIDE — which is the more important distinction, and the one that survives the correction below. THIS FILE PREVIOUSLY CALLED IT THE DEADLIEST SINCE THE TAIPING AND SAID IT HAD A HIGHER DEATH TOLL THAN JONESTOWN. BOTH WERE WRONG ON THE FIGURE THIS FILE NOW USES: 780 against Jonestown's 918 — though the competing 924 count would reverse it, which is exactly why the comparison is a poor thing to build on. THE UNDERLYING OBSERVATION STILL STANDS AND IS WORTH MAKING PLAINLY. Kanungu killed a COMPARABLE NUMBER OF PEOPLE to Jonestown, twenty-two years later, and is barely known in the West — a gap that says something uncomfortable about whose deaths get remembered. That point never needed the inflated figure.

Its timeline

  1. 1989 Mwerinde's visions begin; she joins with Kibweteere, whose wife later described the group taking over their home.
  2. 1992–1999 Compound established at Kanungu; membership grows to several thousand. Local officials receive complaints about children being kept from school and about property transfers, but take no action.
  3. 31 December 1999 The predicted end of the world does not arrive. Leaders announce it has been rescheduled to 31 December 2000, then abruptly to 17 March 2000. Members begin to demand their money and property back.
  4. Early March 2000 Members are instructed to sell remaining possessions and settle debts. A feast is held with slaughtered cattle and crates of soft drinks — described afterwards as a farewell party.
  5. 17 MARCH 2000 THE KANUNGU FIRE. Roughly 530 people gather in the church at Kanungu. The doors and windows are nailed shut from the outside. The building is doused with petrol and set alight. There are no survivors and no attempt to escape is evident.
  6. 24 March – April 2000 Police begin excavating other MRTCG properties. MASS GRAVES are found at Buhunga, Rugazi, Rushojwa and at Father Kataribabo's house in Rugazi, where 155 bodies are found under a freshly cemented floor. Victims had been poisoned, strangled or stabbed, many weeks BEFORE the fire. FOUR DAYS AFTER THE FIRE police had counted 500 bodies, with spokesman ASUMANI MUGENYI estimating a possible 600. As the mass graves were opened the count kept climbing. THE TWO FIGURES ON THE RECORD DISAGREE. On 31 MARCH 2000 the police spokesman ERIC NAIGAMBI gave 924 AND CLIMBING, with a fifth compound still unsearched; on 20 JULY 2000 the police gave a FINAL TOLL OF 780 and said it might be higher still. The later, lower figure is the one this file leads with, but the earlier count is what most reference works still carry.
  7. 2000–present Kibweteere, Mwerinde and Kataribabo are all believed dead in the fire, but no bodies were ever positively identified. INTERPOL red notices were issued for Kibweteere and Mwerinde. THE CASE HAS NEVER BEEN SOLVED. No one has ever been prosecuted.

Its people

Credonia Mwerinde

the Programmer

Co-founder and principal visionary, Movement for the Restoration of the Ten Commandments of God · born c.1952 – presumed dead 17 March 2000 · active 1989–2000

A former banana-beer brewer and shopkeeper from Kanungu who said the Virgin Mary appeared to her in a cave at Nyabugoto in 1989. She recruited the respectable Catholic politician Joseph Kibweteere to give the movement standing and land, and the laicised priest Dominic Kataribabo to give it theology. Survivors and investigators describe her, not Kibweteere, as the operational controller. Members surrendered all property, communicated in sign language to avoid breaking the commandment against lying, and were segregated by sex. When the end of the world failed to arrive on 31 December 1999 and members began demanding their money back, the killing started — weeks before the fire.

Before the law. NEVER CHARGED. An INTERPOL red notice was issued. NO ONE HAS EVER BEEN PROSECUTED FOR ANY OF THE 778+ DEATHS.

Where things stand. PRESUMED DEAD IN THE KANUNGU FIRE OF 17 MARCH 2000, BUT NO BODY WAS EVER POSITIVELY IDENTIFIED AND THE CASE IS FORMALLY UNRESOLVED. Ugandan police have said they continued to work with Interpol on the leadership. RE-CHECKED 2026-09-07: nothing consulted resolves it either way, and the twenty-six-year-old ambiguity is itself the finding — 780 people died and nobody has been convicted of anything.

  1. 1989 Claimed apparitions begin at Nyabugoto.
  2. 1992–99 Compound built at Kanungu; several thousand members.
  3. 31 December 1999 Predicted apocalypse fails; members demand restitution.
  4. Early March 2000 Killings begin at other properties; bodies later found in mass graves.
  5. 17 MARCH 2000 The Kanungu church is nailed shut, doused in petrol and burned with about 530 people inside.

Joseph Kibweteere

—

Co-founder, Movement for the Restoration of the Ten Commandments of God · 1932 – presumed dead 17 March 2000 · active 1989–2000

A former Catholic politician, school administrator and one-time parliamentary candidate whose respectability gave the movement standing and whose land gave it a home. His wife Theresa later described the group taking over their household and her husband being displaced from real authority by Credonia Mwerinde. He was the movement's public face and its bishop, but investigators concluded he was not its controlling mind.

Before the law. NEVER CHARGED. An INTERPOL red notice was issued. NO BODY WAS POSITIVELY IDENTIFIED.

Where things stand. PRESUMED DEAD IN THE FIRE OF 17 MARCH 2000 AND OFFICIALLY UNRESOLVED. RE-CHECKED 2026-09-07: he has never been formally accounted for, was described by Ugandan authorities as the country's most wanted man, and police stated they were working with Interpol to trace him. NO ONE HAS EVER BEEN CONVICTED OF ANY OF THE 780 DEATHS.

  1. 1989 Joins with Mwerinde after her claimed apparitions.
  2. 1992–99 The Kanungu compound is built on his land; several thousand members join.
  3. 31 December 1999 The predicted apocalypse fails; members begin demanding restitution.
  4. 17 MARCH 2000 Presumed to die in the Kanungu fire with about 530 others.

Dominic Kataribabo

—

Theologian, Movement for the Restoration of the Ten Commandments of God · 1936 – presumed dead 17 March 2000 · active 1990s–2000

A laicised Catholic priest with a master's degree from Loyola Marymount University in Los Angeles, who supplied the movement's theological framework. The largest single mass grave was found beneath the freshly cemented floor of his own house at Rugazi — 155 bodies, poisoned, strangled or stabbed weeks before the Kanungu fire. It was that discovery, more than the fire itself, that convinced investigators the deaths were primarily murder rather than suicide.

Before the law. NEVER CHARGED. Presumed dead.

Where things stand. PRESUMED DEAD IN THE FIRE OF 17 MARCH 2000; NEVER IDENTIFIED. RE-CHECKED 2026-09-07: unchanged, and as with the other leaders the presumption has never been converted into a finding.

  1. 1990s Joins the movement; provides its theology.
  2. Early 2000 Killings begin at outlying properties, weeks before the fire.
  3. 17 March 2000 The Kanungu fire.
  4. April 2000 155 BODIES FOUND under the cemented floor of his house at Rugazi.
