Its people
Paul Schäfer
the Permanent Uncle (Ständiger Onkel)
Founder and absolute ruler, Colonia Dignidad · 4 December 1921 – 24 April 2010 · active 1961–1997
A Wehrmacht medical corporal who lost an eye in the war and became a Lutheran youth worker in West Germany. He fled to Chile in 1961 ahead of child abuse charges, taking some 300 followers, and built a 137-square-kilometre compound where he abolished families, separated men from women and children from parents, banned clocks, calendars, money and news, and medicated the population with psychotropic drugs. He raped the boys systematically for over thirty years. Under Pinochet the colony became a DINA torture and detention site with a sarin laboratory. He evaded capture for nine years after being charged.
Before the law. CONVICTED of the sexual abuse of 25 children, weapons offences, and involvement in a forced disappearance. Died incarcerated.
Where things stand. Deceased 2010. The site now operates as Villa Baviera, still inhabited by former members.
- 1961 Flees Germany; founds the colony near Parral, Chile.
- 1966 First escapees testify in West Germany.
- 1973–90 Colony operates as a DINA torture centre; political prisoners killed on the property.
- 1996 Charged with the sexual abuse of 25 children; flees.
- 10 March 2005 Arrested in Buenos Aires.
- 2006 Sentenced to 20 years for child sexual abuse; further convictions follow.

Hartmut Hopp
—
Physician and second-in-command, Colonia Dignidad · born 1944 · active 1960s–2011
The colony's doctor and Paul Schäfer's closest lieutenant, who administered the psychotropic drugs used to keep members docile and was convicted in Chile as an accessory to Schäfer's child sexual abuse. In 2011, before his sentence could be enforced, he fled to Germany, where he holds citizenship. Germany refused to extradite him and in 2017 a German court declined to enforce the Chilean sentence. He has lived freely in Krefeld ever since — the clearest example in this file of a jurisdiction shielding one of its own.
Before the law. CONVICTED IN CHILE in 2011 of complicity in 16 cases of child sexual abuse. HAS NEVER SERVED A DAY. Düsseldorf refused enforcement in September 2018 on evidentiary grounds; German prosecutors dropped their own probe in May 2019.
Where things stand. Living freely in Germany — he fled there in 2011, before the Chilean ruling became final, and has lived at KREFELD, near Düsseldorf, since. THE LEGAL POSITION IS SETTLED AND DOCUMENTED (see below): a Krefeld court upheld the Chilean term of five years and one day in AUGUST 2017, and the Criminal Senate of the HIGHER REGIONAL COURT OF DÜSSELDORF OVERTURNED THAT ON 25 SEPTEMBER 2018, holding that the Chilean sentence could not be executed in Germany because the evidence fell short of German evidentiary standards. A LIMIT THIS FILE STATES PLAINLY: the legal record above is firm, but NO SOURCE CONSULTED CONFIRMS HIS CIRCUMSTANCES SINCE 2019. He would be 82. 'Living freely in Germany' describes the position as it stood at the last documented point, not a verified present fact.
- 1960s Joins the colony as a young man; becomes its physician.
- 1970s–80s Administers drugs to members; present during the DINA torture period.
- 2011 CONVICTED IN CHILE of complicity in 16 CASES of child sexual abuse; returns to Germany before the final ruling is enforced.
- 25 SEPTEMBER 2018 The Criminal Senate of the Higher Regional Court of Düsseldorf rules that the Chilean sentence CANNOT BE ENFORCED in Germany, holding that the Chilean evidence falls short of German evidentiary standards.
- MAY 2019 GERMAN PROSECUTORS DROP their own investigation entirely.
- Present Lives freely in Germany, having never served a day.

Wolfgang Müller
Wolfgang Kneese
First escapee from Colonia Dignidad to testify · born c.1945 · active c.1961–1966
Escaped the Chilean compound in FEBRUARY 1966, aged 21 and after two failed attempts in 1962 and 1963, and testified in West Germany about Paul Schäfer's sexual abuse of boys — the FIRST person to get the story out, and he did it fifty years before Schäfer was finally convicted. He was disbelieved, dismissed and largely ignored; German diplomats in Chile received his account and did nothing. Germany formally acknowledged in 2016 that its officials had ignored decades of such reports. His testimony is the earliest documented warning about one of the worst places in this dossier.
Before the law. CONVICTED, AND THIS FIELD PREVIOUSLY SAID NEVER CHARGED, WHICH INVERTED THE POINT OF THE ENTRY. After he escaped and reported the abuse, THE COLONY PROSECUTED HIM: he was convicted in 1967 of DEFAMATION AND SLANDER and sentenced to FIVE YEARS. He left for West Germany without serving it. THE CONVICTION STOOD FOR HALF A CENTURY AND WAS ANNULLED BY THE SECOND CHAMBER OF CHILE’S SUPREME COURT ON 22 AUGUST 2017, fully rehabilitating him, after he returned to Chile in November 2016 to ask for it. He was not a witness who was merely disregarded. He was a witness who was punished, and it took fifty-one years to undo.
Where things stand. LIVING as of recent documentary appearances, though his current whereabouts are not well recorded. HE NO LONGER USES THE NAME IN THIS FILE'S HEADING: on marrying he took his wife's surname and is now WOLFGANG KNEESE. He escaped Colonia Dignidad in 1966, AGED 21, AND GOT HIS MOTHER OUT WITH HIM — the first known person to flee and the first to expose what was happening inside. He obtained German citizenship, worked for a newspaper, campaigned in Germany against the colony's leadership, and became PRESIDENT OF A FOUNDATION SUPPORTING SCHÄFER'S VICTIMS IN CHILE. THE PART THAT SHOULD NOT BE LOST: CHILE PROSECUTED HIM FOR ESCAPING. He was convicted of injurias y calumnias — insult and slander — and sentenced over the horse he had used to get away. HE RETURNED TO CHILE IN NOVEMBER 2016 TO CLEAR HIS NAME, AND THE CHILEAN SUPREME COURT QUASHED THE CONVICTION IN 2017, fifty-one years after the escape.
- c.1961 Taken to Chile as a child when the colony was founded.
- FEBRUARY 1966 ESCAPES ON HORSEBACK after two failed attempts, gets his mother out with him, and testifies in West Germany about Schäfer's abuse of boys.
- 1967 THE COLONY PROSECUTES HIM AND HE IS CONVICTED OF DEFAMATION AND SLANDER, SENTENCED TO FIVE YEARS. He is already in West Germany and never serves it.
- 1966–2005 His account is ignored; Schäfer operates freely for another 39 years.
- 2005 Schäfer finally arrested in Buenos Aires.
- NOVEMBER 2016 He returns to Chile after fifty years to ask the courts to clear his name.
- 22 AUGUST 2017 THE SECOND CHAMBER OF CHILE’S SUPREME COURT ANNULS THE 1967 CONVICTION AND REHABILITATES HIM.
- 2016 Germany formally acknowledges its diplomats ignored decades of abuse reports.

Boris Weisfeiler
—
Mathematician who vanished near Colonia Dignidad · 19 April 1941 – disappeared January 1985 · active 1985
A Soviet-born Jewish mathematician who emigrated to the United States in 1975 and became a professor at Penn State, doing significant work in algebraic group theory. In January 1985 he was hiking alone in southern Chile near Colonia Dignidad and disappeared. Chilean authorities said he drowned. Over 250 US State Department documents declassified in 2000 record repeated reports that he had been seized by an army patrol, taken to the colony, interrogated, tortured and killed. His sister Olga campaigned for decades. In 2016 a Chilean judge closed the case, ruling it a common crime subject to a statute of limitations.
Before the law. NO ONE WAS EVER CONVICTED. The case was permanently closed in 2016.
Where things stand. Missing since 1985, presumed killed. His body has never been found.
- 1975 Emigrates from the USSR; becomes a professor at Penn State.
- January 1985 Disappears while hiking near Colonia Dignidad in southern Chile.
- 1985 Chilean authorities state he drowned; his family disputes it.
- 30 June 2000 The US State Department declassifies over 250 documents recording reports that he was detained at the colony, interrogated, tortured and executed.
- 21 August 2012 A Chilean judge orders the arrest of eight retired police and military officers.
- 2016 JUDGE JORGE ZEPEDA CLOSES the 16-year investigation, clears all those charged, and rules the disappearance a common crime subject to limitation. No compensation is awarded.

Judge Jorge Zepeda
—
Chilean judge who closed the Weisfeiler investigation · — · active 2000–2016
Included as the negative case in this tranche. He conducted the sixteen-year Chilean investigation into Boris Weisfeiler's disappearance near Colonia Dignidad, and in 2012 ordered the arrest of eight retired police and military officers. Then in 2016 he closed the case entirely, cleared everyone charged, ruled the disappearance an ordinary crime rather than a crime against humanity — which made a statute of limitations apply — and awarded the family nothing. Declassified US State Department cables record reports that Weisfeiler was seized, taken to the colony, tortured and executed. No one has ever been convicted.
Before the law. Judge.
Where things stand. HIS ROLE IS DOCUMENTED; HIS CURRENT CIRCUMSTANCES ARE NOT, AND THIS FILE SAYS SO RATHER THAN IMPLYING OTHERWISE. RE-CHECKED 2026-09-07: as JORGE ZEPEDA ARANCIBIA he processed and convicted PAUL SCHÄFER after Schäfer was detained in Argentina and expelled to Chile in March 2005, and he later sought the extradition of HARTMUT HOPP. A LIMIT WORTH RECORDING: HIS PROSECUTION OF THE COLONIA DIGNIDAD AND DINA LEADERSHIP REACHED ONLY CRIMES COMMITTED BETWEEN 1970 AND 1990, which is why several of the worst allegations never formed part of any charge.
- 2000 The investigation begins following the US declassification.
- 21 August 2012 Orders the arrest of eight retired police and military officers.
- 2016 CLOSES the investigation, clears all defendants, rules it a common crime subject to limitation, and awards no compensation.
